There isn't one right answer, but there's a real way to narrow it down: start with the school district your kids would actually attend, not the lake with the prettiest listing photos.
Match the district to what your family needs
Turtle Lake in Shoreview falls within Mounds View Public Schools, a district serving Shoreview, Arden Hills, New Brighton, Roseville, and parts of North Oaks, with six elementary schools and two high schools across the district. Centerville Lake and the surrounding chain sit within the Centennial School District, which I've worked with directly for years. White Bear Lake, Bald Eagle Lake, and much of the surrounding area fall within White Bear Lake Area Schools, a larger district with nine elementary schools and a two-campus high school. North Oaks itself sits near the boundary between a couple of districts depending on the specific address, so if that community is on your list, confirm the exact attendance zone before you fall in love with a specific street.
Why this matters more than which lake "feels" nicest
Relocating families searching from out of state often start with the lake's reputation and work backward. I'd flip that. Once you know the district that fits your kids, whether that's about program strength, size, or just proximity to family or work, you narrow to two or three realistic lakes instead of shopping the entire corridor with no filter.
What else to weigh alongside schools
Commute matters just as much for the working parent as the school does for the kids. White Bear Lake and Bald Eagle Lake sit closer to Interstate 694 and 35E, generally putting you 20 to 40 minutes from either downtown depending on traffic. Centerville and the Rice Creek Chain sit a bit further out, roughly 20 to 25 minutes from both downtowns, with a quieter, more established residential feel.
What this means for you
Start with the school district, then let me show you which lake within that district actually has waterfront inventory in your range. That order saves relocating families the most time, because a lake you love with the wrong school assignment just becomes a second search later.
